Directives for All Stakeholders

Honorable Syed Sardar Ali Shah, Minister for Education and Literacy, Government of Sindh, expressed strong appreciation for the STREAM concept and emphasised the need to take the initiative forward at a much broader and more meaningful level under the theme Science in Sindh.

Competition Structure & Progression

The initiative shall follow a clear, tiered progression across the province.

  • Competition will begin from school to district, to division and finally the Grand Finale at Provincial Level.
  • The Provincial Grand Finale must be well organized, as high profile guests — including the First Lady, Chairman, CM, Diplomats, INGOs and other senior level visitors — will be invited.

Participation & Inclusion

All education streams and grade bands must be given equal opportunity to participate.

  • SELD including EMOs and SSEIP project, SEF, CED, Private Schools, NFE Centers and Madressa should participate.
  • Primary (3–5), Middle (6–8), Secondary (9–10) and Higher Secondary (11–12) levels should be provided opportunities.

Ownership & Institutional Commitment

Leadership at every level must own the initiative and drive it forward.

  • DEOs, Directors, Secretaries, DG Private, SEF Management and all stakeholders must prioritize this initiative.
  • All stakeholders must take ownership and provide their fullest collaboration and support to make this highly successful.

Transparency, Merit & Fair Evaluation

Fair and competent evaluation is essential to protect the credibility of the initiative.

  • Jury at all levels should be unbiased and competent.
  • A third party should be engaged to ensure that quality projects, models and talented children get the opportunity without any discrimination.

Budget & Financial Management

Clear budgeting responsibilities are defined for each tier of the competition.

  • At school/college level, budget should be managed to organize school level festivals. SELD can utilize the SSB co-curricular activity head and other entities can make their arrangements accordingly.
  • District, Division and Provincial level budget can be managed by DDOs. Secretaries can provide guidelines on budgeting.

Four-Tier Progression

As per Guideline 01, the competition advances from school level through district and division to the Provincial Grand Finale.
